I want to buy something on an international seller, but not her work with Visa and wonder whether, in the TD Canada Trust or reject will automatically reject transactions. Who knows?

Very unlikely. Many sellers or websites selling not a product, a person must be registered with a credit card to deal with strangers.
Other providers and Web sites to sell a product, a person must be registered with a credit card to go with strangers, but to a service-mail will be delivered forwarding. But other vendors and Web sites sell only one product, a person with a credit card to an address abroad if the address is an address for delivery United States and the shipping address registered, registered with the company credit card as a different address.
Each site and the vendor has different requirements as to prevent an attempt at fraud.
